The UCLA Delegations of Authority (DA's) Web site contains current campus delegations, links to related UC DA's where available, and various tables and screens for searching and locating UCLA DA's. The majority of campus DA’s originate with letters of delegation from the UC Office of the President to the Chancellor. Where practical, references or links to UC DA’s and other applicable UCLA and UC policies, guidelines, and reference materials are provided. See also: Related Sites.

The online Delegations site is maintained by the Administrative Policies & Compliance Office.


 

A UCLA delegation of authority (UCLA DA) conveys significant authority and responsibility from one campus official to one or more campus officials. Delegations are made to individuals in the capacity of their current positions. The delegation remains with the position and not the individual when, for example, the individual assumes a new and different position. DA's are intended to provide clear, unambiguous statements of action that may be taken by the delegatee(s) or assign administrative responsibility within specified parameters. Delegations should always state whether or not the subject authority may be further redelegated. They remain in effect until such time as they are Superseded or Retired. The online Delegations Website displays the text of each Active delegation in Web page format as well as in PDF format.

In addition to displaying the text for each active delegation of authority, the online Delegations site contains several tables listing the Active DA's by Subject, by UC DA, and with sortable date, number and delegator fields. You may also search by Delegators/Delegatees and by Keyword or Date Range. The Delegation Table lists all of the campus delegations that are Active, recently Retired or Superseded or Under Review, although only those that are Active have been published. This listing will be updated as DA's are added, superseded, revised, etc. accordingly.

To simplify and rationalize delegation numbering, a new numbering scheme is being introduced. Campus delegations issued prior to 1998 were numbered based on functional areas using four digits beginning with 5, followed by a decimal and another digit (e.g., 5540.1). In many cases, delegations were redelegated one or more times referencing the same number.

Campus delegations issued since 1998 have been numbered according to functional sections 100 through 900 (sections 300 and 400 not in use). Every new instance of a delegation is issued a new number. The portion of the number to the left of the decimal indicates the subject matter and the portion of the number to the right of the decimal indicates the instance of the delegation issued for the same subject matter.

The delegations published on this site are currently in effect and have been assigned the status of Active. The delegated authority for Active delegations resides with the Current Holder, which may not be the individual to whom the delegation was originally issued. The remaining delegations listed in the Delegations Table are either Under Review, or have been Retired or Superseded. Under Review, Retired, or Superseded DA's are not published on this Website. Recent changes to the status of any delegation will be featured in the What's New section of the site.

Superseded* Superseded by one or more delegations or by a policy or other University directive.
Under Review* Being reviewed for possible revision or retirement; delegation remains in effect.
Retired* Although not specifically superseded, the subject matter covered in the delegation no longer relevant, or may now be contained in a policy or other University directive.

The system of delegations imposes certain responsibilities on staff and departments as follows:

Delegator

The Delegator is the campus official who usually initiates the issuance of any new delegation or redelegation of authority. The Delegator and his or her staff are responsible for drafting the substantive content of the DA and identifying the Delegatees. In cases where existing delegations are being reissued, the delegation preparation is done by the Administrative Policies & Compliance Office. As appropriate, the Delegator and his or her staff will consult with other campus units aside from the Administrative Policies & Compliance Office before and during the drafting process. The Delegator signs the final document prior to issuance and publication.

Delegatee

The Delegatees are responsible for carrying out the authority as delegated to them by the Delegator. This authority is issued to the position and therefore is reassigned automatically to whoever is the Current Holder of the position. Examples of such authority include conducting University business with extramural vendors, adapting UC policies and state or federal regulations to local campus circumstances, administering capital improvement projects, and government contracts and grants. The Delegatees may further redelegate all or part of their authority provided the delegation to them does not prohibit further redelegation.

Administrative Policies & Compliance Office

The Manager - Administrative Policies & Delegations of the Administrative Policies & Compliance Office manages the content of the online Delegations and coordinates with the Delegator and his or her staff for the issuance of all campus DA's. The Manager - AP&D is responsible for drafting proposed DA's based upon the information provided by the Delegator, and ensuring they are consistent with appropriate initial delegations and conform to the standard DA format. The Manager - AP&D maintains and updates the database of campus DA's in support of the online Delegations site.

Or, if you know the DA number, use the Quick DA# Look-up box. Click on the DA number to access the delegation and, if you wish to view and print a copy of the signed document, click on the Adobe PDF icon in the upper right hand corner of the page.

Any attachment documents which accompanied a DA are listed at the end of the DA and have been reproduced where possible, or links to sites containing the attachments have been provided where available.
