II.
BACKGROUND
UCLA affiliates with organizations such as hospitals, educational institutions, governmental agencies, community or public service groups, and similar organizations to provide for the training of UCLA students at those organizations, the training of students from other organizations at UCLA, and to further the educational, public service, or research mission of the University. To define those affiliations, an agreement is entered into between UCLA and the affiliating organization that addresses issues such as liability, academic supervision, and faculty appointments.
III.
STATEMENT
A written affiliation agreement
setting forth the relationship between UCLA and another organization
shall be established whenever a campus unit is involved in one of
the following activities:
- Training of UCLA students by an organization other than the University of California;

Training of UCLA students by UCLA faculty at a non-University of California facility;
- Training of non-University of California students at UCLA;
- Sharing of resources that further the educational, public service, or research goals of the University of California.
IV. RESPONSIBILITIES
- The President's authority to execute affiliation agreements,
except for those agreements involving direct University financial
obligations or programs not previously approved, has been delegated
to the Chancellor with subsequent redelegation to the:
- Executive Vice Chancellor & Provost;
- Vice Chancellor and Associate Vice Chancellors of Medical Sciences and Hospital
System;
- Provost of the College of Letters and Science;
- Dean and Senior Associate Dean of the School of Medicine;
- Deans of the Schools of Dentistry, Nursing, Public Health,
Public Affairs, Arts and Architecture, Theater, Film and TV, Education
and Information Studies, Law, Henry Samueli School of Engineering & Applied Science,
Anderson Graduate School of Management;
- Dean Continuing Education & Extension
- The aforementioned delegatees are responsible for drafting,
negotiating, executing, coordinating and administering all affiliation
agreements, except those described as follows:
- agreements involving a commitment to a program not previously
approved;
- agreements with a direct financial commitment by the University.
Such agreements are outside the campus delegation and are to be
forwarded to the Office of the President for authorization by
the Board of Regents and execution by the Secretary of The Regents
(see Standing Order 100.4(dd)(5).
- Any substantive deviations from the Standard Affiliation Agreements
of June 27, 1997 and May 19, 1999 as well as agreements specifically
approved in 1980 for the Schools of Public Policy and Social Research,
Public Health, Nursing, Arts & Architecture, Health Sciences (facilities
for placement of non-UCLA students), and Continuing Education
& Extension must be reviewed and approved by the Office of General
Counsel, and when necessary, by the Office of Health Affairs.
Any other, non-standard, proposed agreements must be reviewed
for legal form by Campus Counsel or, when Regental approval is
required, for legal form by the Office of the General Counsel.
The Standard Affiliation Agreements and transmittal letters
are attached to this policy. The specific affiliation agreements
for the Schools of Public Policy and Social Research, Public
Health, Nursing, Arts & Architecture, Health Sciences (facilities
for placement of non-UCLA students), and Continuing Education
& Extension are on file in each of those schools.
- When UCLA students are to be trained by an organization other
than the University of California, personnel responsible for the
training are to be appointed to the faculty of the University
as appropriate (see Academic Regulation 750).
- The respective schools, Medical Sciences, and University Extension
will develop guidelines for review and approval of affiliation
agreements.
