II. BACKGROUND

On occasion, students, faculty members, or administrators desire to erect Temporary Structures on campus in conjunction with student-related programs or activities, research or instructional programs or other apporpriate campus activities. The use of University properties by University units, registered organizations, students, or other recognized groups is goverened by the UCLA Regulations on Activities, Registered Organizations, and Use of Properties. This procedure expands upon those regulations as they relate to placement of Temporary Structures on the campus.

III. PURPOSE

In order to ensure that the campus will not be adversely impacted, any plan to erect or place Temporary Structures on campus property shall be reivewed by the Center for Student Programming unit of Student Affairs (CSP). CSP is responsible for evaluating the potential impacts of Termpoary Structures as described below.

A.  Temporary Structures Defined
Temporary Structures includes, but is not limited to, tents, sculptured objects, or similar assemblages erected on the campus for short periods of time, frequently in connection with a program, event, exhibition, instructional course, or other student intitated activity. Temporary Structures does not include trailers or modular buildings erected for longer periods of time to accommodate programmatic or operating units of campus or for construction project site services.

B.  Potential Impacts
Potential impacts to be considred in reviewing the placement of any Temporary Structures on the campus include: disruption of regular campus operations, general safety, pedestrian and vehicular access, traffic and parking, potential damage to the site or a faciility, security, effect on the surrounding residential community, and campus aesthetics. All costs associated with the placement of any Temporary Structure, including the costs to mitigate any adverse impacts, such as constructing walls or fences at a site or for the services of Facilities Management or Campus Police, are to be borne by the person or unit initiating the request.

C.  Related Policies
Requests for additional space or facilities, including temporary office structures, should be directed to the appropriate campus department in accordance with UCLA Policy 880 and UCLA Procedure 880.1. This procedure does not address the use of University facilities in accordance with applicable time, place, and manner regulations.

IV. PROCEDURES

A.  Student Requests - Registered Student Organizations

RESPONSIBILITY ACTION
Registered Student Organization Requester Submits written request together with, as may be required, an Application for Use of University Facilities, to Center for Student Programming (CSP), describing purpose and duration of project, proposed location of Temporary Structures, preparation requirements, and any anticipated collateral impacts.
CSP Reviews request, coordinating with appropriate campus departments in evaluating the potential impacts described above and consulting with, as appropriate, the Assistant Vice Chancellor, Student and Campus Life; Vice Chancellor, Student Affairs; Executive Vice Chancellor; or Chancellor. Forwards evaluation to the Administrative Vice Chancellor with recommendation, including any mitigating conditions.
Administrative Vice Chancellor Reviews evaluation for administrative impact, consulting with, as appropriate, the Executive Vice Chancellor; Vice Chancellor, Student Affairs; or the Assistant Vice Chancellor, Student & Campus Life, and approves or disapproves the request. If approved, notes any special conditions or costs to be required. Informs CSP of decision.
CSP Notifies requester of decision and, if request is approved, any required conditions. Authorizes requester to proceed with the project and notifies Facilities Management, Campus Police, and other campus entities as appropriate.

B.  Faculty or Academic Department or Adminstrative Unit Requests

RESPONSIBILITY ACTION
Faculty Member, Academic Department, or Administrative Unit Requester Submits written request together with, as may be required, an Application for Use of University Facilities (available from Center for Student Programing (CSP)) to dean of the school or administrative unit head, describing purpose and duration of project, proposed location of Temporary Structures, preparation requirements, and any anticipated collateral impacts.
Dean or Unit Head Reviews request for appropriateness consulting with, as appropriate, the Provost, Executive Vice Chancellor, or Administrative Vice Chancellor. Can disapprove request or forward to CSP with recommendation that request be approved subject to an evaluation of potential impacts.
CSP Reviews request, coordintating with appropraite campus departments in evaluating the potential impacts descibed above and consulting with, as appropriate, the dean of the requester's school, Executive Vice Chancellor, Administrative Vice Chancellor, or Chancellor. Forwards evaluation to Adminstrative Vice Chancellor with recommendation, including any mitigating conditions.
Administrative Vice Chancellor Reviews evaluation for administrative impact, consulting with, as appropriate, the Executive Vice Chancellor; Vice Chancellor, Student Affairs; or the Assistant Vice Chancellor, Student & Campus Life, and approves or disapproves the request. If approved, notes any special conditions or costs to be required. Informs CSP of decision.
CSP Notifies requester of decision and, if request is approved, any required conditions. Authorizes requester to proceed with the project and notifies facilities Management, Campus Police, and other campus entities as appropriate.
