Q. What is the APPM?

A. The APPM is an online compendium of campus administrative policies and procedures (APP's) applicable generally to UCLA faculty, staff and students. Previously these APP's were published in paper form as the two-volume UCLA Policy Manual and the UCLA Standard Procedures Manual. The online APPM is intended to facilitate access to and distribution of current campus administrative policies & procedures.

Q. Does the APPM comprise all the policies and procedures of the campus?

A. No, many important campus and UC policies are promulgated elsewhere, including personnel policies, the UC Accounting Manual, Business and Finance Bulletins, and policies and procedures published directly by campus administrative units. Also, the Academic Policy Manual and other academic policies are not included as part of the campus APP's. The Other Policies link provides a listing of other relevant University and campus policy sites.

Q. What is the status of the two-volume policy and procedure manuals?

A. The online APPM replaces the UCLA Policy Manual and the UCLA Standard Procedures Manual. However, a number of the APP's appearing in the former manuals are currently Under Review by the Responsible Departments and are not being republished in the APPM until the review is completed. User departments should retain the two-volume manuals until it is announced that all APP's currently listed as Under Review have either been published in the online APPM or have been formally rescinded. User departments can refer to the Status Table for information on the status of any policy or procedure.

Q. What if I want to keep a printed set of the administrative policies and procedure's for reference purposes?

A. User may print out individual APPs, Attachment documents and forms that display the PDF icon in the upper right-hand corner.

Q. Who is responsible for the policies and procedures in the APPM?

A. A Responsible Department has been identified for each administrative policy or procedure. Each Responsible Department is responsible for the content and administration of the policies and/or procedures which it publishes. The Administrative Policies Coordinator of the Office of the Administrative Vice Chancellor is responsible for coordinating with Responsible Departments in the review, update and/or rescission and publication of APP's.

Q. Whom do I contact if I have questions about a particular policy or procedure?

A. Questions about a particular policy or procedure should be referred to the Responsible Department identified for that policy or procedure. Specific department officers/contacts are listed in the Responsible Department table. More general questions about the online APPM can be referred to the Administrative Policies Coordinator.

Q. What is the process for adopting a new or amending an existing policy or procedure and in the proper format for publication on the Web?

A. New policies or procedures generally arise from requirements imposed on the campus by the legislature or by the University Office of the President. New policies or procedures may also be the result of a perceived need by a department to provide guidance or control in a specific area which will be applicable to all campus entities. A department that wishes to sponsor a new policy or procedure should consult with other affected campus departments and staff to develop a well-rounded policy or procedure draft proposal. The draft proposal should be submitted to the Administrative Policies Coordinator who will reformat it for anticipated publication as part of the online APPM, determine the level of review that will be needed and, upon completion of the review, forward a final version to the appropriate Issuing Officer for approval. The same steps are followed for amending an existing policy or procedure, except that the review required is usually much simpler. For more information, see Department Responsibilities.

Q. What is the purpose of the Status?

A. All APPs currently in effect have been assigned a status of "Active". Specific reference as to whether an Active APP is new, revised or updated will be noted in "What's New" for a period of time following its publication. The Status Terms remain unchanged for APPs that are Rescinded, Superseded or currently Under Review.
